The Democrats did not have the same intelligence as the White House did.
The President is misleading the American people every time he says it.

Lying requires that he be able to distinguish between what is true and what is false.
For George W. Bush, the only 'truth' is what is politically expedient. He is false through and through and I am deeply ashamed that he is our president.
